The
Housing Programs Manager leads our housing team and provides compliance oversight. The team administers local and state Housing Choice Voucher (HCV), public housing, homeless and low-income housing tax credit programs, and related services. The successful candidate will apply leadership and organizational skills to ensure policy and regulatory compliance, conduct research, facilitate efficiencies and business process improvements, manage and support staff, and promote service excellence.
DUTIES INCLUDE
- Collaborate with and motivate team members to provide essential housing services to program participants.
- Participate in the development of business process and customer service improvements.
- Oversee effective program operations to serve program participants, maintain compliance with regulations and program administrative plans, as meet HHA goals and performance benchmarks.
- Monitor production, quality control and data integrity.
- Evaluate program eligibility determinations, program files and conduct file reviews.
- Model customer service expectations and effective resident relations through staff training delivery, service to customers, and problem resolution.
- Provide information and Executive Director supports that meet federal, state, and local government communications and reporting expectations.
- Write and maintain operational policies and procedures.
- Supervise and develop a team of Public Housing Specialists, the Housing Choice Voucher Specialist, Inspection Staff, and office administrative staff.
QUALIFICATIONS TO JOIN OUR TEAM
HHA will accept any combination of education and experience equivalent to a bachelor’s degree in business or public administration, management, or a related field and four years of progressively responsible experience with program management, regulatory compliance, customer service, supervision, computer systems, research, and writing.

SALARY RANGE
$66,150 - $85,000 per year depending on qualifications plus health, participation in the Montana Public Employees Retirement System, and generous paid time off.
SIGNING BONUS
HHA is offering a $5,000 signing bonus to the successful candidate. The bonus will be paid after the successful candidate completes the probation period.
TRAINING OPPORTUNITIES
This position provides an exclusive opportunity to gain insight into housing policy and community development. The HHA will provide the successful candidate with training and education with Department of Housing and Urban Development (HUD) and/or other similar federally funded programs particularly public housing, Housing Choice Voucher, federal homeless programs, Low Income Housing Tax Credit (LIHTC) program, and other funding mechanisms including (but not limited to) HOME Investment Partnerships Program (HOME) and Community Development Block Grant (CDBG).
COMPENSATION OPPORTUNITIES
HHA has established a salary range for highly experienced, high performing individuals to achieve individual and organizational performance increases and opportunities to earn up to $92,000 per year.
